Tempi canonici stabiliti

We now ask to have a concrete important thing explained:
Is the prolongation of the time-limit “tempi canonici stabiliti” (mentioned in the CCEO can. 1002,1518) counted from the date of the make-out of the decree of the Apostolic Visitor appointment, or from the official date of its official (legal) announcement or emission?
We suppose that the time is counted not from the date of the make-out of a letter (decree) but from the date of its emission, or its legal announcement!
Regarding the above-mentioned we suppose that Fr. Roman V. Šelepko, OSBM and Fr. Eliáš A. Dohnal, OSBM with Fr. Metod?j R. Špi?ík, OSBM, passed their recourse to the Supreme Tribunal of the Apostolic Signatura legitimately because the Congregation for the Oriental Churches by its not responding in a canonically determined limit (see CCEO can. 1002, 1518) had rejected these recourses of theirs!
