You ask what right our Synod has to demand a confession of faith from every bishop and cardinal.
We answer with a question: What right did an ordinary servant girl have to demand confession of Christ from the head of the apostolic college, St. Peter? He denied Christ before her! And he knew that he thus betrayed his Lord. Then he wept bitterly, repented and confessed three times his love to Jesus (see Jn 21:15-17). He confirmed his confession by a martyr’s death in Rome!
