Your Holiness, from Your diagnosis of bishops’ conferences the idea was born which we now humbly bring forward to You: Besides the standing bishops’ conference in each nation it is necessary to make space for a parallel structure of bishops who will not be in charge of any diocese but merely of the purity of faith and morals.
What tasks shall they face? To watch over an orthodox formation of seminarians and priests, to be responsible for Christian literature (imprimatur), to see to sound apologetics and reevangelization, to be concerned with a reform and renewal of religious orders and institutes. These bishops – prophets – would then have their fellow workers in every seminary, in every religious institute, in every deanery. This structure would be subordinate directly to You through the Congregation for the Doctrine of the Faith.
