Canonical excommunication on the Irish bishops

Your Holiness,
these days You have had a meeting with the bishops of Ireland in the Vatican, whereat You dealt with the thorny problem of paedophilia among the clergy.
The Irish victims of sexual abuse wrote You a letter, in which they demand that You take the responsibility for concealment of child abuse committed by ministers of the Church. The Church hierarchy concealed this for about two or three decades (during the pontificate of John Paul II). These victims demand that You punish (excommunicate) the bishops who take whatever part in these criminal offences. We would like to remind You of the fact that on 17th November 2009 the bishops of Ireland fell under God’s anathema by reason of proclamation of another gospel (cf. Gal 1:8-9). They excommunicated themselves from the Mystical Body of Christ – the Church – as apostates. What You should do now is just to deprive all bishops of Ireland of their offices externally. In their place choose true Catholic and moral priests who will lead Ireland to a true spiritual renewal. These candidates cannot be adherents of historical-critical theology (HCT) nor of the spirit of Assisi.
Your Holiness, the victims of child sexual abuse in Ireland now publicly demand of You two things before God, before the Church and before the whole world:
1) that You take the responsibility for these flagrant offences;
2) that You excommunicate the bishops who committed these offences or were silent on them.
What does it mean?
a) You must admit that You are co-responsible for this decay of the Church as a former Cardinal of the Catholic Church and Prefect of the Congregation for the Doctrine of the Faith.
b) You must admit that Your predecessor John Paul II, under whose pontificate these abominations were committed (not only in Ireland but all over the world), is the main culprit. These unworthy or paedophilic bishops were appointed and protected by him. And when the scandals assumed enormous proportions, John Paul II “deposed” such bishops in such way that instead of punishing them he promoted them to the ranks of high officials in the Vatican. And that is a crime!!!
Saint Catherine of Siena implored the Pope to punish unworthy prelates who were the cause of the greatest evil in the Church!
You cannot deny that John Paul II knew about that all. You cannot justify his silence nor diminish his responsibility. He appointed unworthy bishops with the spirit of the world and apostasy!
Your Holiness, You cannot canonize him who bears the blame for such decay of the Church and for all those unjustifiable scandals! You will thus practically canonize these offences as well as the state of decay in the Church which John Paul II is responsible for. Stop the absurd beatification cause, remove from office all bishops of Ireland and appoint true Catholic and moral bishops!
